Following on with MF's suggestions, it is likely a slow network link.
Have you included your Exchange IP address in your DNS lookup? Fixed
your NIC speed (probably 100Mbps, Full Duplex - on all machines).

What is your CPU monitor telling you when you get the problem? If at
100%, what is using the resources. What is your networking performance
monitor telling you? (Both available in Task Manager in XP)

blow up how Outlook works?  He probably has AOL instant messenger on
most of the time.
