No argument. They've always offered the encoder to the people that have already paid. They'd like to give it to everyone. Unfortunately, they must pay a royalty to the Fraunhofer Institute each time they sell the encoder, or a product that can encode MP3s. They sell the MP3 encoder as a separate product to avoid making that charge compulsory.
