View the comments field as an ongoing record of a discussion regarding the
book.
The submitter posts the initial comments, if any, which are appended to by
subsequent validators and perhaps Gustavo when he returns the book to step
1.
That's why if the submitter is able to provide copyright verification,
etc, initially or clear up potential confusion on other matters, things
can flow more smoothly.
