The default rating of the book is that which the submitter designated or
fair if the submitter doesn't suggest a rating.
The validator, however, can change that rating either lower or higher as
he/she wishes.
So, the rating you, as a submitter designate, is merely a suggestion.
The validator, and BookShare administrators, of course, can change that at
their discretion.
