Hi Evan. I think the waiting period on approving books would have some
unintended consequences. First, Carrie sometimes kicks a book back to step 1
because something like a title page needs fixed. This takes a whopping 10
minutes to fix. Second, I have worked on several children's books that I've
read cover to cover in 30 minutes. It would be annoying to proofread them
and then have to wait for the site to let me upload my book. The only way a
waiting period would make sense to me is if it were based on a certain  page
count and if it were only in affect for a person's first download of that
book. I could go for having a waiting period for books of over 100 pages or
so.

Since the site knows the exact time the book was downloaded, and the exact 
time the book is sent back up to the admin queue, it could be programmed to 
not permit a book to be uploaded until a specified period of time has 
passed. That way, a proofreader could not turn the book around within a set 
period of time, say 2 hours or 1 day, or whatever.
