I still don't understand what you mean by the flipping. Do you mean having
a printer just print a mix of portrait and landscape pages? If your printer
isn't doing this, it might be the printer you are using is limited, and that
it doesn't have the functionality you need.
Many people don't print these days - it's quite rare that I provide hard
copy tenders now. That might be why you received the "What the???"
response.
I have provided many printed documents with a mis of landscape and portrait
pages, some with a mix of A3 and A4 and I haven't had to do anything manual
in the collation process. A modern printer just takes the pages from the
correct trays, and the out tray collects everything in the right order.
Xerox printers will handle this kind of complexity.
If you are trying to apply old mainframe printing rules to modern documents
you might be making the process more complicated than it needs to be. Let
the software do the work, rather than the printer.
Note, usually, if I have a need for a landscape page, like a table, or large
graphic, I now rotate the table or graphic in the portrait page so the
landscape pages have headers and footers consistent with the portrait pages.
It depends how many pages are in the landscape section of course.
But might reduce the complexity of what you are dealing with.

Re the doublesiding question: this was not a problem in my mainframe days,
but it is now. If all the pages are portrait or all are landscape, then
the printer can be told to do long or short side flipping respectively.
But because I'm mixing orientations, the only choices seem to be:
* live with the portrait pages flipping incorrectly, or
* split the job in two and print part long-side, and part short-side, then
collate. Every time. BAH.
I can't be the only person who deals with technical documents that have
occasional fold-out pages, surely? And, of course, what I want to be able
to do is hand the file to a client in a way that would process
automagically.

OT: one of the many help files I read this morning related to moving pages
around in Word (in the same way that you might rearrange charts in
powerpoint). I thought page re-arranging would be a reasonable thing to do,
but the general pointed response fell somewhere along the spectrum of "it
doesn't do that" and "what sort of idiot would want to do that". The
former was what I feared, and the latter was just annoying, but repeated
often enough that I wondered if the responders work in the real world... or
if anyone at M$ has ever had to create a 300 page tender document.
