I was working with docs last year that had the occasional A3 Landscape page.
From memory, which is vague at best, I think we had
p31 A3 landscape diagram
p32 "this page intentionally blank"
p33 second A3 landscape diagram
p34 "this page intentionally blank"
and our printer just did it.
One silly issue that I made simpler was having a different footer style for
each page size. I made a new footer style that was centred and it all fell
into place. I am good at the simple stuff, or KISS.

I think it would be more usable anyway to be able to look at two parts of
the same diagram at the same time rather than having to flip it over to see
front and back.
