With a cluster Spacex would have a more incremental development path and
more potential customers for single stick versions ala F9. Any ideas on what

Perhaps that in mid 2011 SpaceX said that the first Falcon Heavy would
arrive at Vandenberg before the end of 2012 with a launch planned for
2013.
I'd guess they want to avoid the issues that completely derailed the
Heavy, whatever they may be.
