Ah --- Ryan is correct if the frame relay is used only for access to the
internet.  If there is a dedicated FR PVC between corporate sites, the
internet is irrelevant.  In either case, if you can ping between routers for
a minute without losing any packets, then that portion of the network is
eliminated and you need to look inside the two corp sites along the lines of
other posts in that regard.  If stuff is being dropped on the pings, then a
more detailed look is required at the wan interfaces on the router,
transmission lines, and FR.

To take out the equation of it being the frame cloud, trace out to a few
random places on the Internet and check the latency on your hops. If
your ISP is oversubscribed you'll see it.

Your router guys should be checking for frame or CRC errors on sh
interface command, and buffer failures in sh buffers command,
specifically.

Or, they could be using any number of "traffic policing" schemes in
order to
facillitate "oversubscription". Frame relay providers often do this
without
telling customers, and getting the precise information can be hard. It
is
also difficult to measure the impact of this quantitatively without
access
to the FR core.
