When did you start noticing the slow down? Did you add any more applications to your Citrix implementation that could cause more bandwidth to be used? Have you tried calling your Frame-relay provider to see if they have any troubleshooting recourse on the frame-relay cloud? I.E. taking the wireless out of the equation, or the hard-wired office by removing them physically from the network? The reason I ask is that you could have a "chatty" NIC or interface out there. Also, if you have any cheaper devices performing NAT, try removing them as well. One more thing, if you can set it up to be so, remove the router from the office/wireless end and let it sit out on the frame-relay naked.
