Your Program Neighborhood client is way behind. Current version is 9.xxx.
Are your virtual channels configured on a server or individual level.
Check to see that it is not disabled for those users.

the clipboard chain doesn't help as well.

  Make sure the Clipboard Virtual Channel has not been disabled.  Both on
the server and via Citrix Policy.
