Ed,
I've had that message before.
Since the file is located in a hidden folder, under the temp folder, you are 
safe.
I believe this used to be a web page in temp internet files.
I have seen this before, deleted it with no problems.
You didn't answer, what program you are using that told you this was infected?
You said Norton didn't detect it.
You also didn't answer what OS you received this on, your Windows or MAC?
