If covering the sensor causes the TV to come on and stay on then the sensor
and the LED are working.  I would suspect the mechanism gears are out of
time, a common problem with these.  There was a modification kit (RCA)
221066 with a couple gears and the basket side plate.  BTW, that should be
the same as a RCA 13TVR03/19TVR01, maybe someone has that service manual.
