HUH?????
First be sure what the problem might be.
make sure the 200v is present on the neck PCB ,
the K (cathode) load resistor is good and the drive
tranisitor isn't shorted or being driven into satuation
by some other problem.


If none of the above, you probably  have a cathode  to
heater short  which will drag the cathode  bias way  down
thus  driving the crt into saturation.

You can then:
a ) try isolating the the heater  ( i never tried this on  a PTV )
b) try "zapping" the short ( possible further damage)
c) replace crt
