Well first, check your vert output signal, and do you get any blink codes???
I think the +/- 15 V supply comes from the IHVT for the vert, so if you
don't have vert, check the resistors around the IHVT.

If this isn't the problem, only thing I can suggest next is to check heater
and 200V supplies to CRT, if they are there at the CRT, see if you can
repeatedly fire the TV up to warm up the CRT and turn up the screen to see
if that will help lead you in the right direction.
