Dan,
Did you try your Tech Repair CD:
Rca\P46151WK PTK169 CTC169\Pix flashing on and off*when pix is present* 
convergence is way out\\\PTK169
CTC169\Q9V(2SC3298) and Q12V(2SA1306) shorted on conv board\\\\\\\\

There may be more tips.
Search for !ctc169+flash
! will tell it to search all fields.

I've done several of these in the past with no problems, I have tried
several attempts to be sure the wires are seated properly on this repair. Is
there something else that could be causing this flashing on/off picture -OR-
is it definitely a common "Not making contact" problem on the HV splitter,
I'll keep trying to resecure the anodes, and report back. Any comments!
