If the originals were NLA, then that might be different. There is also a big
difference between subs and generic replacements.
I'm advising Tony not to use the generics based on my own personal
experience.
I dont consider ECG/NTE to be subs, to me they are generics and I treat them
accordingly.
I substitute transistors myself frequently with no problems with careful
replacement selection. That is why I have up to date spec. manuals for all
transistors and diodes. I just dont use generics to sub with....thats all.
However, the 2SC3281/2SA1302 are absolute garden variety outputs and are
available for very reasonable cost (originals) from at least 12 sources I
can name off the top of my head. There is no reason not to use them.
They can be purchased from:

B+D Electronics,
Electronica,
HB Electronics,
Tritronics,
Andrews electronics,
Union Electronics,
MAT,
Dalbani,
MCM,
East Coast Transistor,
Nesco,
Electronix.
FOX,
Suburban Electronics,
Electrosound
Consolidated electronics,
Pacific coast parts.

These places mostly have websites or can be easily found by doing a google
search.
The price I'm looking at in the HBE catalogue is 2SA1302 - $3.25 each

2SC3281 - $3.75 each.
Obviously there will be slight differences between the prices from all these
sources but you get the general idea of what they are worth. These prices
are fairly typical.
Besides, If the generics are installed and fail, Tony only lost money
instead of making it, and probably irritated his customer at the same time.
In these tough times it can sometimes be difficult to make a judgement call
and walk away from what may seem to be an easy win, but I have learnt to do
exactly that. After long, hard experience I simply wont put myself in that
potentially losing situation, and considering the price of the originals I
could find no excuse for Tony doing the same.
It simply doesnt make sense to take the gamble.

Then what is Tom going to use since you eliminated everything else? Do not
repair it? Hunt for NLA originals? I have used subs many times without any
problems. You just have to make sure the bias is adjusted properly as some
subs will not let you do this, find the sub that does while maintaining the
minimum or better ratings. Avoiding fakes is always a problem. Yes,
replacing the drivers is a good policy. Occasionally I substituted the
drivers so that the subbed outputs can be biased properly when proper
outputs are not available. FET subs have other requirements including
maximum capacitance to keep from reducing the high frequency response.
