The following message was sent earlier this year when a similar issue was =
raised....

In Kent we have a policy of providing dual level audible signals at sites =
near to houses.  We have always considered that the partially sighted have =
every right to use a crossing at any time.

In the period 2330 to 0700 (when you are not permitted to sound your horn) =
the audible signal is reduced in volume to avoid disturbance of local =
residents.

The methods of provision have varied over the years with different =
manufacturers, but in most cases two "bleepers" are located in each push =
button box - one directly above the normal hole and one fixed within the =
box.  The "normal" one sounds during the day and the "enclosed" one at =
night.  We have also tried a unit that produced a quieter output when =
driven by a lower voltage.

The switching between sound levels is achieved either using the controller'=
s internal clock, or by employing a separate clock where controller =
facilities are unavailable to be used.

This policy has been successfully used for about twenty years and has =
proved successful in overcoming any difficulties with either local =
residents or partially sighted pedestrians.
