An excellent paper on metastability is the Feb 1997 TI article sdya006.pdf

- A basis of measurement is theoretically established
- A measurement circuit is defined (counts metastable events)
- Circuit is used to test ten 5v logic families (F is best)

Extracting some key points
- the metastable state is defined as a function of time (tx, after the
clock,) that the output level remains undefined
- expressions for MTBF are developed that include
- in one case, "doubling clocking" increases MTBF from 54 minutes to 2
million years

It would be interesting to repeat this with current low voltage logic
families.
