Paul,  this is the sort of thing that a good 3D solver with a properly 
trained engineer are really good at.  Optimizing vias and launches takes 
considerable skill even with the expensive software.  I am not familiar 
with any low cost tools that can substitute.  You might think about 
contracting for a library.
