I'm not sure about via tuning, but I was able to use this free tool: http://lc.cray.com/ to optimize a micro-strip to SMA launch. It's not open source. So, if you want to make changes, you're out of luck. However, as a free alternative, it's probably worth a look. Binaries are available for several Unix variants, including Linux on x86.
