If I recall correctly Lea, the Jacksonville site was more an issue with
transportation than location. Joan had said it was a great site, but I think
some board members checked on getting there themselves and it was difficult to
fly into with dogs.
I had always understood west was to be west of the great divide, and
Colorado does not work if so. But then I thought the east line was a straight
line
from Columbus to Perry and I was told that that was how the survey was drawn
up, so I don' t know. Perhaps Tish can answer that one.
With north to south lines, Texas sure does fall into central.
