This has been a problematic issue. The Executive Committee has a specific
and limited role. This was even reiterated and rediscussed in January 2006
and is in the Minutes:
"After discussion, it was concluded that the new Executive Committee would
meet only in emergency situations, and that in the report of the Executive
Committee, an explanation of why each action taken by the Committee
constituted an emergency warranting Executive Committee action."
And yet, we continually find the Executive Committee has made decisions and
taken action that, by the time we learn of them, are moot, and that do not
qualify for Executive Committee intervention. When Jacksonville was taken
off the table for July 2006, I personally had no idea why, did not hear any
explanation at all until the July 2006 meeting, which had already been moved
to Ohio based on the Executive Committee mave, and so there we all were in
Ohio, having not seen Jacksonville. I still fail to see why this
constituted an emergency, nor was there any report explaining what made it
an emergency. As in a couple of other examples we have seen in the past
couple of weeks, it seems the Club lost out on a potential opportunity for a
great alternative for an Eastern National site without the Board ever having
the opportunity to discuss and sort it out.
There are two fundamentally opposite points of view about the National
location: that it rotate and that it not rotate (be in the center of the US
all the time). Both positions have their pros and cons, some Parent Clubs
do it one way, some do it another way. In order to attempt to understand
the wishes of the membership, a survey was taken by the Board in 2004. It
was not perfect, we are not professional pollsters, but we did want to try
to understand what the wishes of the Membership were. The largest group of
GSDCA members who attend the National indicated they preferred rotation.
The Survey Responses are contained in the July 2004 Minutes which are on the
GSDCA web site, should anyone want to refer to them. If any members cannot
get in there, let me know and I will be happy to send them to you.
While rotation does have some associated difficulties, so does non-rotation.
84% of the survey responses to whether the site should be the same said NO.
Carmen heads a committee which is called "Strategic Planning". Due to the
other urgent issues that have taken up much time at the January and April
Board meetings, there has not been adequate time for his presentation of his
committee's recommedations, but he has advised us that one of those
recommendations is that a central site be selected and used for 5 years in a
row. I have yet to hear his reasons, since the report has not been
presented yet.

There has been and remains a split on the board on where to hold our
Nationals
It has to make it to the board for them to decide and in the case of
Jacksonville it did not. The executive committee made the decision NOT THE
BOARD. This is why it is so important to determine who is going to do the
site
locations in the future

Might change next year but at this time why would it make any difference
who
is site locations are done by the executive committee may decide that it
will not allow the board to check it out or vote on it. They will nix it
before it gets that far.
Hopefully next year the board will play a bigger roll in the operations of
this club.
There should be allot of new people coming in. Term limitation has a
number
of board members who will not be there next year.
