I've seen both; the puppy you know is a coat the minute it's born who grows 
 up to be a fluff ball and the one that has you scratching your head that 
grows  up to have a soft, silky coat w/ little or no undercoat.  
 
My Jim son carries the coat factor and he has produced both types; the  
coated puppy with and without an undercoat.  I'm sure mom has a lot to do  with 
it <G>.
 
A CH I bred/co-own (all Am. lines) produces the silky, what I would call  
broken-coated type of long coat.  In his litter there were two puppies that  
I went back and forth over...coat?  not a coat????  It didn't matter  to the 
companion homes, but now that I get photos of grown up dogs, definitely  
coats, lol!  But little to no fluff...long, silky, collie type hair.
