Well Bill--this is a very difficult question and well put however.  I would 
think that all judges would look at the total animal.  Clean coming and 
going, good back,good earset,good feet,good temperament,good pigment.  I 
would have to say that I would put up the animal (geez you really put me on 
the line here) with the shoulder.  The shoulder is so hard to get and so 
easy to lose.  So if you are looking at animals to breed to--with everything 
else equal--breed to the one with everything equal WITH  the shoulder.
I know all of you are sick and tired of me pounding into your heads about 
shoulders.  Have you looked at pictures in breed magazines of MOVING German 
Shepherds lately?  Decide for your self.  Lifting is not correct folks. 
Keeping the front feet close to the ground extending beyond the head piece
