No, the Rollei 35 series are fully mechanical cameras - the light
meters are just electronic icing.
The seller reports the shutter is not working, so maybe a mechanical
problem if it is not connected with the lack of battery.Â

I don't know about Vancouver, but there is a small shop in downtown
Victoria (near the former Blue Bridge ;) that specializes in old

hopefully be able to advise you about local repair options.
I have had my 35S repaired twice by Werner Bruer

https://www.classic-fototechnik.de/>, a former F&H technician who
retired a few years ago, but still does repairs on a small scale. I
don't know about his English, but it might be worth to shoot him a
mail, and ask about a repair.
ISTR Carlos has used another Braunschweig repair shop successfully.
Obviously, sending the camera abroad will incur customs fees as well as
Canada Post's obscene shipping cost and transport time, but you'll know
that better than I. ;)
