Bubbles do affect performance - but think about it - what percentage of 
lens area does the bubble occupy compared to the non bubble lens area? 
So what percent 'damage' does the bubble contribute to the image? 
0.00001%? No one is going to notice that, especially when the bubble 
only contributes diffuse error. Minor scratches are the same. They have 
no noticeable affect on the image. It is only when scratches are 
numerous, or create a haze that contrast is noticeably lowered.

Bubbles in older lenses are relatively common - even from Zeiss and 
Schneider.
