All of our rocket motors are self oxidizing and probably could burn underwater
or in a vacuum, as long as you can get it lit and haven't exposed the
fuel/oxidizer to conditions that will deplete it. Black powder motors are
disposed of by soaking in water, but if it is sealed until ignited it will work
fine.
You might note, also, that there are no air intakes on firearms.
