My father and I did an underwater launch at NARAM-14 in Seattle WA in 1972.
The water container was clear plastic. It was considered okay then, at

reaction creates its own oxygen. Sure enough, a search says that the O3 in
the potassium nitrate supplies the oxygen. This means that an Este motor
would burn in space, if one got it up there…

I do not see any likelihood that we would allow any launching from glass
containers, even if they are tempered glass and filled with water.
In spite of the inconvenient lake currently in our lakebed, I really
don't see any advantage to launching from underwater.
Now, maybe if we only had a pontoon launch system and some hovercraft for
recovery...
