I just looked this thread over, so sorry about the late addition. But, I don’t
see why people are so down on it. It’s a bit strange obsession, launching
rockets from under water, but not that much that much stranger than what other
folks (well, me sometimes, (not rocketry)?) do. The only “bad” thing I noted in
the video was that he seemed to be launching in a populated area (something I
have NEVER been guilty of, don’t ask). He wanted to be able to see what was
going on in the water, so using a glass container seems reasonable. I don’t
think there’s any chance that the glass would shatter because of heat, the
water would serve as an insulator.
I did learn some things I didn’t know. In particular, a black powder rocket
motor can burn without air (oxygen). So, I infer that the chemical reaction
creates its own oxygen. Sure enough, a search says that the O3 in the potassium
nitrate supplies the oxygen. This means that an Este motor would burn in space,
if one got it up there…

I do not see any likelihood that we would allow any launching from glass
containers, even if they are tempered glass and filled with water.
In spite of the inconvenient lake currently in our lakebed, I really don't see
any advantage to launching from underwater.
Now, maybe if we only had a pontoon launch system and some hovercraft for
recovery...
