I don’t think the primary safety issues have anything to do with launching
underwater.

burn in space, if one got it up there…

I do not see any likelihood that we would allow any launching from glass
containers, even if they are tempered glass and filled with water.
In spite of the inconvenient lake currently in our lakebed, I really don't
see any advantage to launching from underwater.
Now, maybe if we only had a pontoon launch system and some hovercraft for
recovery...
