Shannon, when you opened up one stop, exactly how did you compensate by adjusting the enlarger height (i.e. how did you adjust the lens to paper distance) ? As somebody else might have suggested, try identical conditions by placing two test strips under the enlarger simultaneously right next to each other, ensuring identical image features are shared between the two strips (e.g. same sky, or same grass etc). Develop , stop, fix and wash together too.
