I'm glad this is fixed but have a look at the negatives which caused you trouble with a strong magnifier. If the problem was dust or embedded particles (which I suspect) you should see it on the negative. Light spots on the print mean, of course, dark spots on the negative. These are more likely to result from embedded particles than from undissolved particals during developement. Spots of unfixed halide will similarly be visible and might be removeable by re-fixing in fresh fixer (if the halide has not darkened forming photolytic silver) I think this is very unlikely. Particles deposited on the film during processing but later removed may also leave scars on the surface of either side of the film. These may be made visible by shining a light across the surface and examining it with a magnifier. If there are no particles or dust on the negatives its possible the spots may have been caused by something getting on the film in the camera.
