Steve,

You hit the nail on the head.  In some cases, I think it's because people are 
getting more and more concerned about allowing others on their computers for 
fear of security risks.  They think it's OK to "get" but not "give".   Others 
are people that simply are selfish.  

Some of the P2P programs have settings where you can refuse to allow downloads 
from your computer unless they are sharing as well.

Another reason you see long queues now is that many P2P programs allow the user 
to "manage" the downloads.  This means they can set the amount of bandwidth 
allowed to be used for downloads from their computers.  Often times people set 
that number of downloads, or the bandwidth ratio such that their resources are 
slanted heavily towards their own downloads, not uploads.  For example, I have 
a DSL line here with a download speed of around 625 and an upload of 350 mbps.  
 In WinMX (and other P2P programs) I can set the upload throttle well below the 
350 kbps and therefore save bandwidth for my own downloads.  I can also limit 
the number of Simultaneous uploads and again maximize my downloads.  When 
people do this, they make it much harder to exchange files -- the queues get 
longer.
