You can check your registry to see if autorun has been disabled. Navigate to 
HKEY_CURRENT_USER\software\Microsoft\Windows\CurrentVersion\Policies\Explorer. 
Now check the NoDriveTypeAutoRun to see if the value is 95 (enabled). The value 
should read 95 00 00 00 for Win9x and ME otherwise you'll need to change it to 
enable autorun again.

Might be autorun, not autoinsert.

If inserting a CD causes the CD drive icon (in My Computer) to update,
then
autoinsert is working.

If double-clicking on the CD drive icon causes WTLIB to run, then
autorun works.

Some CD burner software will turn one or the other of these off or
require that you go turn it off manually.
