Anyway, you want me to go download something called Startupcontrol, to
prevent 'what' from loading up... the .dll? or that vsmon.exe you
mentioned.
What would happen if I deleted the vsmon.exe or the .dll?

Startupcontrol to prevent it from loading. You should be able to use
