This can be done with XP's user accounts, although may be a bit
difficult with Home edition.  A time can be specified during which an
account can be logged on; beyond that time limit, if the account is
already logged on, it can stay logged on, or a setting can be changed
so that Windows will force the account to log off.  Since this is the
account that is controlled, ANY use of the computer by that account is
not allowed outside the specified time frame.
