[pandaro] Clock

My clock runs slightly slow and won't update from the Net.  I
understand there might be an issue with RISC OS 5.21 - or am I doing
something wrong?

- 'Configure > Time+date > Set from network' doesn't work.  (Clicking
'Try' counts to 100 and results in 'Busy'.)

- FreeTime sets the clock an hour slow (whether DST is set or not).
