Not necessarily. The system might have a recovery window of 24 hours but it is 
much more important for backups to be running with as little impact as possible.
Some systems RTO is the be all and end all but in that case I would suspect 
that a failover to a standby database or a snapshot clone would be used first. 
In the event of user error then those may not be an option.
