Answer: 11.2.0.3 does, 11.2.0.2 does not.

Did you mean 12.1.0.3 does, 12.1.0.2 does not?  In that case, I would agree 
with your answer.  :)

It appears that EM12c Cloud Control 12.1.0.2 does NOT like the
*released* DB 12c Listener or ASM.  (I did not go far enough to monitor the 
prod 12c DB, as I wanted EM to monitor ASM correctly first.)

It is necessary to use the DB 12.1.0.4 Plugin to monitor DB 12c.  To use this 
plugin, I had to upgrade to EM 12c 12.1.0.3
