But neither ATSC 1.0 not ATSC 3.0 can create tiny little broadcast

With ATSC 3.0 it will be possible to serve sub-markets using small
cells that do not interfere with pother small cells using the same
frequency in the larger market coverage area...
Again, vague words, and they sound quite misleading to me. I suppose that ATSC
3.0 could be carving out small slices of the 6 MHz channel, subtracting from
the spectrum available for the SFN. These small slices would NOT be operating
as SFNs, but rather as narrowband LPTV stations, to serve your "sub markets"
with very low bandwidth service. *But* the small slices would experience
co-channel interference in the market, just as a bunch of LPTV stations would,
so the same small slices cannot be reused everywhere. You need to create buffer
zones where that small slice is not needed, and will be allowed to interfere
with the same small slice in some other distant sub-market. You're throwing out
a lot of spectrum with this idea.
Is this preferable to simply using subchannels, and/or more traditional LPTV,
for the submarkets? It's not like you're magically creating extra spectrum.
Thank You. As I have been stating for more than a year, ALL OF THIS
depends on support from the broadcasters.
And the CE vendors. Especially for the features that require extra processing
or extra storage, such as targeted ads, the CE vendors would be impacted as
much as the broadcasters.
