Both ATSC 1.0 and individual broadcasters can do that. Commercials for

You're again arguing in circles. If anyone can come up with some new business 
model to use for digital one-way broadcasting, broadcasters can every bit as 
much as this dictator utility you think you must have. With 4G and 5G cellular, 
I have my serious doubts as to just how useful these new schemes will be, but 
have at it. The one-way channel is the big impediment to general purpose 
usefulness.

Still, nothing you have said so far makes the case for either a single 
gatekeeper utility, or for ATSC 3.0. The one thing ATSC 3.0 would offer 
realistically is SFNs, which is a good thing, I don't deny. But then if you 
want to optimize mobility, you would be cutting into spectral efficiency, with 
SFNs. Or you would require a dense mesh of sticks. No free lunch. (Plus, even 
you have argued that antennas would be too long anyway.)

So bottom line, since the networks affiliated stations are primarily
concerned about carriage by MVPDs, they may be quite willing to
allow new programmers to help pay for the transmitters and the
electric bill.

I never argued that broadcasters would NOT want LPTV stations on their 
multiplex, Craig. Let's stay focused. I have argued that your spectrum utility 
is an unnecessary anti-competitive element, that OTA broadcasting has happily 
avoided for all time. You're just wandering around talking about different 
things.

Give me one thing you ever suggested that the broadcasters can't do on their 
own (without this utility idea), or secondarily, that would absolutely need 
ATSC 3.0. Other than SFNs.
