Well, for whatever the reasons, it may turn out to be embarrassing to 
ATSC and the FCC if it turns out nobody is selling broadcast flag 
certified OTA STB's or converters come next July.

This might be especially interesting if Congress starts another push to 
sell the 'extra' spectrum.
