All those trivial details are solved when the Stirling Cycle engine is combined with the "PAP."

Personal Atomic Pile. No CO2, no emissions, no need to refuel for the life of the car. What possible downside could there be?

The Stirling engine is what converts the heat into work in an external
combustion system. You still have to generate those calories in large
quantity and transfer them to the Stirling engine efficiently. For that
matter, you can also have closed system steam turbines or steam piston
engines, where a condenser converts the steam back to water and recycles
it to a boiler. Same basic idea as this. And the real problem is that
generating the necessary amount of heat locally, in a moving vehicle, is
where your potential for CO2 emissions will come in the picture.
