No, the broadcasters are saying to the FCC "don't let unlicensed WSDs to operate, because there is a business opportunity to use White Spaces in a market for subscription broadband services.
If that is a case, then the unlicensed low power WSDs should be able to sniff out the fixed licensed higher power services and avoid them as well.
