That's completely irrelevant.
When your local utilities cannot reasonably be expected to compete, this has
NOTHING TO DO with collusion or anti-trust. There are no anti-trust issues
necessary, to create the problem. All the monopoly power has to do is set
outrageous rates, and that alone has NOTHING to do with collusion or tying.
Hence, anti-trust laws don't apply.
If Microsoft were a monopoly, and this was something that the free market alone
could not prevent, then we are into a completely different situation. Now the
government would have a responsibility to step in and make sure they aren't
abusing their power, irrespective of any "illegal tying" issues.
