There's no such thing as a stand alone Excel app. Stand alone means it doesn't need any other application to run...other than Windows as it's platform (or some such OS) or web server. To create those, you need to use something like C++ or VB. VBA *means* Visual Basic for APPLICATIONS! They NEED a host app to run. So you MUST have SOME PROGRAM to run the VBA. Sure, you can write it in Word to run Excel or vice versa. Hell, you can have outlook run Excel. But you can't run Excel VBA code without Excel. The dev edition is mostly extra tools and info...for folks who do more dev work than app work in Office. It also has some run-time stuff to make Access DBs work more efficiently and other junk I can't even remember. It's mostly addon stuff.
