Intent is important, or else you're saying that an incompetent bank robber 
should be excused because they're incompetent?   Intent to do injury or, in 
this case, to keep the masses off balance, is manipulation, whether it succeeds 
or not. What, then, is the point of promulgating useless color codes at 
strategic times?
