On the INternet or during SayAll JAWS will attempt to scroll the page itself, this is the reason that sighted people have difficulty with JAWS never mind things like forms mode on the Internet. Even at this late stage of the game with JAWS we still get the odd "so called" trainer of a visually impaired client ask the question why they cannot type into an edit box on the web. Regards.
