As others have said, these are almost certainly scanned .pdf images rather
than original .pdf files.
Thanks to information on this list some couple of years ago I bought Abbyy
Fine Reader.
With this program, it is possible to OCR the unopened .pdf file.
I cannot recall how much it cost, but was less than £100.
